Can some one tell me the best on-line payment system for world wide transactions?

My company is looking to open up to foreign markets but is worried about credit card fraud.

We are also looking for a system that allows us to compensate our overseas distributors by loading funds directly onto the card.

If you're looking to do transfers to overseas business partners, you have a growing choice--stored value loads/transfers (PayPal is one option), Account-to-Account transfers (Wells Fargo can do ACH to five other countries; Western Union can provide several transfer options electronically--other than it's traditional mode) several "consumer-push" alternatives might work as well.

There are many ways of doing it. The acquiring banks all have their prefered options for internet payments and it all depends on what you are selling and how you fulfill. If it's in country pos sales then its a lot more difficult. Mail order is similar to internet payments.
Fraud is only an issue if you are not careful and don't do the right checks. Would you send the goods and accept a cheque? is a good place to start!
